Mechanical and Electrical Engineering

Wells Fargo; Westlake Center, Seattle
Client: Wells Fargo BankContact: Mr. Paul Robison; Robison Engineering, Inc. Description: Coles Consultants L.L.C. was hired by Robison Engineering, Inc. to prepare electrical contract documents for re-establishing electrical power to rental space managed by Wells Fargo.  The electrical service to the rental space was served from an adjacent building and Seattle City Light would not allow service to be re-energized. Electrical service for the rental space was reconfigured and served from the electric service in the building where the rental space was located.  This project was completed in June 2008.

Sewer Lift Station No. 24 Everett, WA

Client: City of Everett, WA Contact: Ms. Caroline Barlow PE; Murry, Smith & Associates, Inc. Description: Coles Consultants L.L.C. is a sub-consultant to Murray, Smith & Associates, Inc and providing HVAC and Plumbing expertise. This project is at approximately the 60 percent design completion stage and is currently on HOLD as directed by the City of Everett.


National Society of
Black Engineers Headquarters Building

Client: National Society of Black Engineers, Alexandria VA Contact: Mr. Carl Mack; Executive Director Description: Coles Consultants L.L.C. was hired by the National Society of Black Engineers to investigate their HVAC System in their Alexandria Virginia Headquarters Building.  Their Headquartes Building was occupied in Year 2006 and the  HVAC System had never performed as designed.  Mr. Carl Mack Executive Director and Mr. David M. Coles of Coles Consultants L.L.C. had worked together prior to Mr. Mack joining the National Society of Black Engineers.  Mr. Mark trusted Mr. Coles to troubleshoot the HVAC System at their Headquarters building because of their previous association.  It was determined that the VAV (Variable Air Volume) parallel fan powered terminal units were programmed to operate as series fan powered terminal units.  The VAV terminal units were programmed for parallel operation resulting in the HVAC System performing as designed.  It was also discovered during the investigation that a substantial portion of the electric resistance heating coils were not performing per the design.  The Testing and Troubleshooting were completed in August 2007.        

Fuel Oil System Re-commissioning

Client: Highline Medical Center Contact: Mr. Dave Rinker; Chief Engineer, Description: Coles Consultants L.L.C. commissioned the Boiler and Emergency Generator Fuel Oil Systems in 1998 as a part of an upgrade at the Hospital.  In 2008, it was necessary to relocate the electrical disconnect switches for the Fuel Oil Pumps to accommodate at new expansion project.  Coles Consultants L.L.C. was hired to re-commission the Fuel Oil Systems.  During the re-commissioning process, it was discoverd that one of the Emergency Generator Day Tank Float Switches was defective.  Maintenance staff replaced the defective switch and the Fuel Oil Systems were returned to normal service.

 

North Mercer Pump Station Chemical Injection System

Client: King County Department of Natural Resources and Parks Waste Water Treatment Division Contact: Mr. Pierre LaRochelle; Project Representative Description: Mechanical and Electrical Contract documents were prepared by Coles Consultants L.L.C in Year 2004 and were advertised for bidding in Year 2009.  This project included a chemical storage tank, metering pumps, distribution piping, and instrumentation.  David M. Coles PE provided services during construction that included attending regular meetings, reviewing submittals, answering field questions, and preparing and back checking punch lists. Status: Substantial completion was achieved in May 2010.

Central Plant Expansion

Client: Highline Medical Center Burian, WA Contact: Mr. Dan Duncan TAC Americas, Inc. Description: TAC Americas, Inc. prepared the Contract Mechanical and Electrical Documents for upgrades to the existing Hospital Central Plant.  David M. Coles PE was hired by TAC Americas, Inc. to provide Construction Administration for this project.  This project required relocation of an existing 900 KW Engine/Generator that As – Built information on remote monitoring and remote start were not available.  David M. Coles PE prepared As – Built information from information obtained in the field.  Mr. Coles also included Construction Administration including periodic site visits, preparing and back checking punch lists, answering field questions, reviewing change orders, participating in electrical shut downs, and other duties as assigned. Status: Substantial completion was achieved in August 2009.

Four Seasons Hotel Seattle, WA

Client: Seattle Hotel Group Contact: Mr. Jayson Gilliam TAC Americas, Inc.  Description: David M. Coles PE was hired by TAC Americas, Inc. to provide Construction Administration for this project.  TAC Americas, Inc. prepared the Contract Electrical Documents for this new construction project.  Construction Administration included weekly site visits, preparing and back checking punch lists, answering field questions, reviewing change orders, and other duties as assigned. Status: Mr. Coles’ work was completed in January 2009

Dean Hall Renovation

Client: Central Washington University Ellensburg, WA Contact: Mr. Jayson Gilliam TAC Americas, Inc. Description: David M. Coles PE was hired by TAC Americas, Inc. to provide Construction Administration for this project.  TAC Americas, Inc. prepared the Contract Electrical Documents for this project.  Construction Administration included monthly site visits, preparing and back checking punch lists, answering field questions, reviewing change orders, and other duties as assigned.

Client: State of Washington Contact: Mr. Andre Pack; Pack & Associates, Description: Coles Consultant L.L.C. was a sub – consultant to Pack & Associates providing MEP (Mechanical, Electrical, and Plumbing) expertise.  There are 32 (thirty two) community and technical colleges statewide and the purpose of this survey was to identify capital repair requirements for 12.5 million square feet of educational and support facility spaces.  The survey included capitol repair project recommendations for each campus, with opinions of probable cost , and formulation of a state-wide programming recommendations.  Mr. David M. Coles PE was responsible for preparing capitol repair recommendations including MEP opinion of probable cost for HVAC, Plumbing, Fire Protection, Electrical Distribution including lighting, Fire Alarm, and Communications Systems. Status: Coles Consultants L.L.C. scopes of services was completed in August 2009.

Forest Ridge School

Client: Forest Ridge School of The Sacred Heart  Contact: Mr. Andre Pack; Pack & Associates, Description: Coles Consultant L.L.C. was a sub – consultant to Pack & Associates providing MEP (Mechanical, Electrical, and Plumbing) expertise.  This campus is located in Bellevue, WA with six educational buildings and a convent.  The Facility Condition Survey included capitol repair recommendations and opinion of probable cost  for each recommendation.  Mr. David M. Coles PE performed the site investigations, determined capital repair mechanical, electrical, and Plumbing recommendations, and prepared opinions of probable cost for each MEP recommendation. Status: Completed January 2009    

Railcar Mechanical and Electrical Survey

Client: Holland America Contact: Mr. David Beagle,  e-mail: busbeagle<a>aol.com Description: Coles Consultant L.L.C. was hired by Holland America to perform a mechanical and electrical condition survey on 20 (twenty) railcars.  These railcars were a part of a luxury tour companies inventory and the railcars were for sale.  A major protion of the railcars were originally manufacturered in the 1950’s and had been modified and upgraded over their service life.   Each railcar had its own HVAC equipment and all except two had their own generator for producing electrical power.  Mr. David M. Coles PE performed the investigation and prepared the equipment condition survey. Status: Completed October 2008

Port of Everett South Terminal

Client: City of Everett, WA Contact: Mr. Andre Pack; Pack & Associates, Description: Coles Consultant L.L.C. was a sub – consultant to Pack & Associates providing MEP (Mechanical, Electrical, and Plumbing) expertise.  This site is where containers are loaded and unloaded and includes several support facilities. Seventeen facilites were reviewed as well as site utilities.   The Facility Condition Survey included capitol repair recommendations and opinion of probable cost  for each recommendation.  Mr. David M. Coles PE performed the site investigations, determined capital repair mechanical, electrical, and Plumbing recommendations, and prepared opinions of probable cost for each MEP recommendation. Status: Completed April 2007

San Diego, CA Sheriff’s Department

Client: County of San Diego, CA Contact: Mr. Andre Pack; Pack & Associates, (425) 883-9927 Description: As a sub – consultants to Pack & Associates, Coles Consultants L.L.C. provided MEP (mechanical, electrical, plumbing) expertise.  In 2006 and 2007  Pack & Associates were retained by County of San Diego Sheriff’s Department to perform Facility Conditions Surveys on all Sheriff’s Department Facilities including Jails and suburban Sheriff Stations.  Mr. David M. Coles PE was responsible for determining remaining life of mechanical, electrical, and plumbing systems and equipment including HVAC, Plumbing, Fire Protection, lighting, Fire Alarm, and Communications Systems.  Mr. Coles was also responsible for determining capitol repair and replacement projects anticipated over the next five years and preparing opinions of probable cost for mechanical, electrical, and plumbing capitol repairs and replacements. Status: Completed October 2007

Sterling Square; Everett, WA

Client: Sterling Square Contact: Mr. Scott Williams; william + tam Design Works  Description: As a sub – consultants to williams + tam Design Works, Coles Consultants L.L.C. provided MEP (mechanical, electrical, and plumbing) expertise for an apartment complex proposed to be converted to condominiums.  David M. Coles, PE performed the MEP (mechanical, electrical, and plumbing) field investigation and prepared the MEP facility condition assessment report. Status: Completed February 2007      

St. Mary on the Lake; Bellevue, WA

Client: Sisters of St Joseph of Peace Contact: Mr. Lee Stanton; Stanton Associates (206) 725-4272 Description: St. Mary on the Lake is a four building campus constructed in the early 1960’s with perimeter Hot Water Heating.  A central Boiler was placed in the Main Building with underground Hot Water Heating distribution piping to the other three Dorm Buildings.  It was determined in 2008 that the Boiler and underground piping had reached the end of their service lives and needed to be replaced.  Coles Consultants L.L.C. was hired by Stanton Associates (Architectural) to provide mechanical and electrical expertise.  Coles Consultants L.L.C. prepared Mechanical and Electrical Contract Documents for replacing the central Boiler with individual Boilers in each Building.  David M. Coles PE also provided construction administration on this project which included attending regular meetings, reviewing submittals, answering field questions, preparing and back checking punch lists, and witnessing startup, testing, and commissioning of boilers, pumps, and appurtenances.

HVAC for Day Care Facility

Client: Causey Family LLC Seattle, WA Contact: Description: This project began as a design/build project by the sheetmetal sub-contractor.  The City of Seattle became concerned with the extent of modifications being performed and required that a Registered Professional Engineer design the HVAC System.  Coles Consultants was hired directly by the Owner of the property to prepare HVAC drawings.  This project was completed in June 2007.
